There are many reasons why the Russian army may be perceived as being brutal. One reason is that the Russian military has a long history of using harsh methods to get information from prisoners. Another reason is that the Russian soldiers have been accused of human rights violations during wartime. Additionally, the Russian military has been known to use torture and kidnappings as a way to terrorize and control the civilian population.<\/p>\n

There is no one answer to this question as there are many possible reasons why the Russian army may be seen as brutal.
